Narrative:

Dfw was in a north flow landing runways 31R and runway 35R departing runway 35L. The WX was extremely variable with scud layers affecting both tower visibility and final approachs for aircraft. Severe WX avoidance procedures were in effect with basically 1 departure route 10 mi intrail restr. MD80 landing runway 35R, air carrier X landing runway 31R. Air carrier X was first to land runway 31R. Aircraft was instructed to taxi via taxiway 19 to hold short of runway 35R. As the next aircraft was exiting runway 31R I noticed X was on taxiway 18 holding short of the runway 17L ILS critical area. This was too far back from the runway to effectively get him across between runway 35R arrs so I instructed X to move up and hold short of runway 35L (intending to say 35R) at the same time I instructed Y to hold short of runway 35L on taxiway 19. Air carrier Y landing runway 35R asked if I had restricted him to hold short of any taxiway and I observed X mid runway on taxiway 19 while Y was approaching in high speed on runway 35R. I advised Y that he had not been restr and we would look into the crossing.

THIS WAS TOO FAR BACK FROM THE RWY TO EFFECTIVELY GET HIM ACROSS BTWN RWY 35R ARRS SO I INSTRUCTED X TO MOVE UP AND HOLD SHORT OF RWY 35L (INTENDING TO SAY 35R) AT THE SAME TIME I INSTRUCTED Y TO HOLD SHORT OF RWY 35L ON TXWY 19. ACR Y LNDG RWY 35R ASKED IF I HAD RESTRICTED HIM TO HOLD SHORT OF ANY TXWY AND I OBSERVED X MID RWY ON TXWY 19 WHILE Y WAS APCHING IN HIGH SPD ON RWY 35R. I ADVISED Y THAT HE HAD NOT BEEN RESTR AND WE WOULD LOOK INTO THE XING.
