Narrative:

Cpr X called for taxi and takeoff. No flight plan was available. I was working tower and ground and data combined. I amended the flight plan, read the clearance, taxied the aircraft. The ATIS was overdue so I grabbed the microphone to cut the ATIS. X called ready and I cleared him for takeoff. I forgot I had airport Y on the runway. There were 4 airport facility personnel in the tower. 2 drilling holes for the door buzzer to the left of local, 1 observing and 1 working to the right of local on the BRITE. I had stepped to the center of the tower, near flight data to get out of the way of the workers. I failed to place the 'vehicle on the runway' sign on my board because of this work going on and people in my way. X started his roll, saw the vehicle, and aborted. The vehicle was 4000 ft down the runway. Airport Y saw the aircraft and cleared the runway. I then reclred X for takeoff and he used the rest of the runway for takeoff. WX rain and fog visibly variable between 2 1/2 and 4 mi.

Title: CPR X TKOF ON OCCUPIED RWY ABORTED TKOF HAD LTSS WITH VEHICLE ON RWY. SYS ERROR. RWY INCURSION.

Narrative: CPR X CALLED FOR TAXI AND TKOF. NO FLT PLAN WAS AVAILABLE. I WAS WORKING TWR AND GND AND DATA COMBINED. I AMENDED THE FLT PLAN, READ THE CLRNC, TAXIED THE ACFT. I FAILED TO PLACE THE 'VEHICLE ON THE RWY' SIGN ON MY BOARD BECAUSE OF THIS WORK GOING ON AND PEOPLE IN MY WAY. X STARTED HIS ROLL, SAW THE VEHICLE, AND ABORTED. THE VEHICLE WAS 4000 FT DOWN THE RWY. ARPT Y SAW THE ACFT AND CLRED THE RWY. I THEN RECLRED X FOR TKOF AND HE USED THE REST OF THE RWY FOR TKOF. WX RAIN AND FOG VISIBLY VARIABLE BTWN 2 1/2 AND 4 MI.
