Narrative:

Air carrier X cleared to land runway 14R ord. First officer landed 1000' down the runway as cleared. About 2 seconds after T/D we sighted cpr Y, light transport in front of us on the runway. Later I measured the distance and estimate he was 4500' in front of us at T/D. Cpr Y appeared to be stopped on the center of the runway, but several seconds later he taxied off at taxiway 4. We determined we could stop, so the first officer applied moderate to hard braking and slowed the aircraft to taxi speed within the first 3500' of the runway. We pulled off the runway at taxiway 5. Although we estimate the closest we came to the cpr Y was about 3000', it definitely got the adrenaline flowing. Ord tower should have seen the cpr Y wasn't going to clear and given us a missed approach. Although the ceiling was 1700 overcast, there was a scattered layer at 700' which obscured our vision of the runway until we were at 500', plus cpr Y was small and from our position there was no relative movement, which is probably why we didn't see it until T/D. Also the tower never mentioned anything about traffic in front of us at any time, which would have made us aware of a possible problem.

Title: ACR X LANDED ON OCCUPIED RWY HAD LESS THAN STANDARD SEPARATION FROM LTT Y. PLT DEV. SYSTEM ERROR.

Narrative: ACR X CLRED TO LAND RWY 14R ORD. F/O LANDED 1000' DOWN THE RWY AS CLRED. ABOUT 2 SECS AFTER T/D WE SIGHTED CPR Y, LTT IN FRONT OF US ON THE RWY. LATER I MEASURED THE DISTANCE AND ESTIMATE HE WAS 4500' IN FRONT OF US AT T/D. CPR Y APPEARED TO BE STOPPED ON THE CTR OF THE RWY, BUT SEVERAL SECS LATER HE TAXIED OFF AT TXWY 4. WE DETERMINED WE COULD STOP, SO THE F/O APPLIED MODERATE TO HARD BRAKING AND SLOWED THE ACFT TO TAXI SPD WITHIN THE FIRST 3500' OF THE RWY. WE PULLED OFF THE RWY AT TXWY 5. ALTHOUGH WE ESTIMATE THE CLOSEST WE CAME TO THE CPR Y WAS ABOUT 3000', IT DEFINITELY GOT THE ADRENALINE FLOWING. ORD TWR SHOULD HAVE SEEN THE CPR Y WASN'T GOING TO CLR AND GIVEN US A MISSED APCH. ALTHOUGH THE CEILING WAS 1700 OVCST, THERE WAS A SCATTERED LAYER AT 700' WHICH OBSCURED OUR VISION OF THE RWY UNTIL WE WERE AT 500', PLUS CPR Y WAS SMALL AND FROM OUR POS THERE WAS NO RELATIVE MOVEMENT, WHICH IS PROBABLY WHY WE DIDN'T SEE IT UNTIL T/D. ALSO THE TWR NEVER MENTIONED ANYTHING ABOUT TFC IN FRONT OF US AT ANY TIME, WHICH WOULD HAVE MADE US AWARE OF A POSSIBLE PROB.
