Narrative:
I had 2 small aircraft's landing intersecting runways, with no legal clearance to hold either aircraft short of the intersection (runway 14 and runway 19). Both small aircraft's turned off before intersection. I told small aircraft X landing runway 14 to hold short of runway 19 just after the aircraft touched down. I should have sent 1 aircraft around.

Title: SMA X HAD LTSS FROM SMA LNDG INTERSECTING RWY. SYS ERROR.
Narrative: I HAD 2 SMA'S LNDG INTERSECTING RWYS, WITH NO LEGAL CLRNC TO HOLD EITHER ACFT SHORT OF THE INTXN (RWY 14 AND RWY 19). BOTH SMA'S TURNED OFF BEFORE INTXN. I TOLD SMA X LNDG RWY 14 TO HOLD SHORT OF RWY 19 JUST AFTER THE ACFT TOUCHED DOWN. I SHOULD HAVE SENT 1 ACFT AROUND.
