Narrative:

Upon arriving at runway 31 I completed my engine runup and contacted terre haute tower replying, 'terre haute tower small aircraft X at 31 ready to depart.' the controller came back and said, 'X, say on course heading.' I replied, 'X is heading due south to owensboro.' the controller said, 'ok.' I mistakenly took this information as clearance for takeoff. I taxied onto the runway and started to takeoff. At about 50 KTS the controller came on and said, 'small aircraft X, hold short of runway 23, departing traffic.' unable to slow down in time, I immediately lifted off and obtained the best angle of climb to avoid the other departing traffic which was still on the runway. I passed over the airplane at approximately 500' AGL.

Title: SMALL GA ACFT TKOF WITHOUT CLRNC AND PASSED OVER TOP OF MIL FGT ACFT DEPARTING ON INTERSECTING RWY. PLT DEVIATION WHICH CAUSED LESS THAN STANDARD SEPARATION.

Narrative: UPON ARRIVING AT RWY 31 I COMPLETED MY ENG RUNUP AND CONTACTED TERRE HAUTE TWR REPLYING, 'TERRE HAUTE TWR SMA X AT 31 READY TO DEPART.' THE CTLR CAME BACK AND SAID, 'X, SAY ON COURSE HDG.' I REPLIED, 'X IS HDG DUE S TO OWENSBORO.' THE CTLR SAID, 'OK.' I MISTAKENLY TOOK THIS INFO AS CLRNC FOR TKOF. I TAXIED ONTO THE RWY AND STARTED TO TKOF. AT ABOUT 50 KTS THE CTLR CAME ON AND SAID, 'SMA X, HOLD SHORT OF RWY 23, DEPARTING TFC.' UNABLE TO SLOW DOWN IN TIME, I IMMEDIATELY LIFTED OFF AND OBTAINED THE BEST ANGLE OF CLB TO AVOID THE OTHER DEPARTING TFC WHICH WAS STILL ON THE RWY. I PASSED OVER THE AIRPLANE AT APPROX 500' AGL.
