Narrative:

While on routine pipeline patrol I entered bwi class B surface area with controller's consent. I was given squawk code and idented. My route takes me approximately 1 mi north of bwi airport off the approach end of runway 15R and 15L. The controller called traffic arriving runway 10 and I confirmed visual and separation. As I passed runway 15R I saw under and to my right a commuter aircraft which appeared to be landing on runway 15R. The controller did not call traffic and due to my maneuvering I did not see the aircraft until it had passed me. I was handed off to another controller, and all I heard was the commuter pilot asking if anyone was talking to me. I checked in and was cleared on my route. I later found out the commuter pilot filed a near miss report with the tower. I do not feel the fault is with me, however, I will not take a chance. I feel it was controller error but if I could have known in advance of the use of runway 15R I would have been more alert. I was very preoccupied with avoiding traffic and following the pipeline I feel I was maxed out in workload. In my estimation the 2 aircraft came within 100-200 ft of each other. At the altitude and position of the 2 aircraft no evasive action could be taken due to the proximity of the ground and the aircraft speeds and confign.

Title: SMA HAD LTSS FROM ACR ACFT ON APCH TO MULTIPLE RWY OP INTERSECTING RWYS.

Narrative: WHILE ON ROUTINE PIPELINE PATROL I ENTERED BWI CLASS B SURFACE AREA WITH CTLR'S CONSENT. I WAS GIVEN SQUAWK CODE AND IDENTED. MY RTE TAKES ME APPROX 1 MI N OF BWI ARPT OFF THE APCH END OF RWY 15R AND 15L. THE CTLR CALLED TFC ARRIVING RWY 10 AND I CONFIRMED VISUAL AND SEPARATION. AS I PASSED RWY 15R I SAW UNDER AND TO MY R A COMMUTER ACFT WHICH APPEARED TO BE LNDG ON RWY 15R. THE CTLR DID NOT CALL TFC AND DUE TO MY MANEUVERING I DID NOT SEE THE ACFT UNTIL IT HAD PASSED ME. I WAS HANDED OFF TO ANOTHER CTLR, AND ALL I HEARD WAS THE COMMUTER PLT ASKING IF ANYONE WAS TALKING TO ME. I CHKED IN AND WAS CLRED ON MY RTE. I LATER FOUND OUT THE COMMUTER PLT FILED A NEAR MISS RPT WITH THE TWR. I DO NOT FEEL THE FAULT IS WITH ME, HOWEVER, I WILL NOT TAKE A CHANCE. I FEEL IT WAS CTLR ERROR BUT IF I COULD HAVE KNOWN IN ADVANCE OF THE USE OF RWY 15R I WOULD HAVE BEEN MORE ALERT. I WAS VERY PREOCCUPIED WITH AVOIDING TFC AND FOLLOWING THE PIPELINE I FEEL I WAS MAXED OUT IN WORKLOAD. IN MY ESTIMATION THE 2 ACFT CAME WITHIN 100-200 FT OF EACH OTHER. AT THE ALT AND POS OF THE 2 ACFT NO EVASIVE ACTION COULD BE TAKEN DUE TO THE PROX OF THE GND AND THE ACFT SPDS AND CONFIGN.
