Arrival at phx on vector to final. Approach control advised of a departure who had us in sight and was cleared to pass 500 ft beneath us. Received a TA followed by an RA subsequently of 5,4,3. Evasive action was taken. Although TCASII warning 'monitor vertical speed' with a red arc from level to all below.

Narrative: ARR AT PHX ON VECTOR TO FINAL. APCH CTL ADVISED OF A DEP WHO HAD US IN SIGHT AND WAS CLRED TO PASS 500 FT BENEATH US. RECEIVED A TA FOLLOWED BY AN RA SUBSEQUENTLY OF 5,4,3. EVASIVE ACTION WAS TAKEN. ALTHOUGH TCASII WARNING 'MONITOR VERT SPD' WITH A RED ARC FROM LEVEL TO ALL BELOW.
