Narrative:

I was working local control north and south when a runway incursion occurred. The 2 aircraft involved were small aircraft X and small aircraft Y. The pilot of small aircraft X was on ground control frequency receiving taxi instructions. Small aircraft Y was on final for runway 7L. I had just cleared the pilot of small aircraft Y for a touch and go landing on runway 7L. The ground controller coordinated a runway crossing with me for runway 7L. This crossing involved small aircraft X. Small aircraft X crossed runway 7L without ATC authorization. I later noticed small aircraft X crossing runway 7L in front of small aircraft Y who was making a touch and go landing. Small aircraft Y was on the runway at this time and appeared to be pwring up for departure when small aircraft X aircraft crossed from left to right in front of him. This resulted in a loss of runway separation. The signs to assist pilots in identing runways and taxiways, etc, are often hidden by weeds. Some of the signs at dvt are not FAA approved, they are non-standard signs. This has led to incursions in the post. I believe this fact may be a contributing factor.

Title: SMA CROSSED RWY WITHOUT CLRNC WHILE ANOTHER SMA WAS LNDG.

Narrative: I WAS WORKING LCL CTL N AND S WHEN A RWY INCURSION OCCURRED. THE 2 ACFT INVOLVED WERE SMA X AND SMA Y. THE PLT OF SMA X WAS ON GND CTL FREQ RECEIVING TAXI INSTRUCTIONS. SMA Y WAS ON FINAL FOR RWY 7L. I HAD JUST CLRED THE PLT OF SMA Y FOR A TOUCH AND GO LNDG ON RWY 7L. THE GND CTLR COORDINATED A RWY XING WITH ME FOR RWY 7L. THIS XING INVOLVED SMA X. SMA X CROSSED RWY 7L WITHOUT ATC AUTHORIZATION. I LATER NOTICED SMA X XING RWY 7L IN FRONT OF SMA Y WHO WAS MAKING A TOUCH AND GO LNDG. SMA Y WAS ON THE RWY AT THIS TIME AND APPEARED TO BE PWRING UP FOR DEP WHEN SMA X ACFT CROSSED FROM L TO R IN FRONT OF HIM. THIS RESULTED IN A LOSS OF RWY SEPARATION. THE SIGNS TO ASSIST PLTS IN IDENTING RWYS AND TAXIWAYS, ETC, ARE OFTEN HIDDEN BY WEEDS. SOME OF THE SIGNS AT DVT ARE NOT FAA APPROVED, THEY ARE NON-STANDARD SIGNS. THIS HAS LED TO INCURSIONS IN THE POST. I BELIEVE THIS FACT MAY BE A CONTRIBUTING FACTOR.
