Narrative:

I was working local control and traffic was building. The area supervisor decided to decombine the 2 local positions. I retained local north, responsible for runway 7L/25R, and briefed the supervisor who was taking local south (runway 7R/25L) of traffic. The supervisor assumed responsibility for local south and started to work his traffic. I had an small aircraft X exit my runway and I instructed the pilot hold short of runway 7R and contact ground control on 121.8. The pilot switched to frequency 118.4, local south tower frequency. I did not hear the communication/conversation on this frequency other than the supervisor say 'roger, contact ground control.' the pilot then proceeded across runway 7R in front of a departing small aircraft Y. I estimate the sep to have been 40' AGL and between 1200-1800' latitude with the small aircraft X in front of the departure. Contributing factor in this incident is the facility's standard operating practice for local control to work ground traffic. Since this is customary at this airport, I believe the pilot to have disregarded instructions to contact ground. The pilot received a brief counseling session by a controller with no further action to be taken. In-house counseling of violations is also the norm at this facility, which I believe is pretty much ignored by pilots. To support my view of these counseling sessions, let it be known that this facility has had over 25 taxiway lndgs in which pilots have been counseled, a few of which landed on a taxiway again on a later date.

IN-HOUSE COUNSELING OF VIOLATIONS IS ALSO THE NORM AT THIS FAC, WHICH I BELIEVE IS PRETTY MUCH IGNORED BY PLTS. TO SUPPORT MY VIEW OF THESE COUNSELING SESSIONS, LET IT BE KNOWN THAT THIS FAC HAS HAD OVER 25 TXWY LNDGS IN WHICH PLTS HAVE BEEN COUNSELED, A FEW OF WHICH LANDED ON A TXWY AGAIN ON A LATER DATE.
