Narrative:

Aircraft X landed runway 22L, told to turn right at end, hold short runway 31L remain this frequency. Pilot read back hold short runway 22R. Runway 13R departure Y on roll when aircraft crossed departure end and turned onto runway opposite direction to departure aircraft. Jfk is equipped with red/green stop bars. Aircraft crossed red stop bars without verbal or lighted clearance. Although readback was not caught due to other concerns and duties, aircraft entered runway with aircraft departure, without clearance.
