Narrative:

On approach into atlanta VFR traffic was called at 12 O'clock, 3300 ft. We were at 3500 ft. At that time we received a TCASII RA telling us to climb. We initiated a climb and saw the traffic pass off our right. While we were doing this, we were told to descend to 2800 ft. We told the controller we had climbed, and he asked us not to exceed 4000 ft MSL. We leveled at 4000 ft MSL and once the traffic cleared, continued the approach to an uneventful landing. Had we followed the controller's descent call, the traffic may have been a factor. The captain discussed the situation with a supervisor.

Title: CAPT OF ACR LGT ACFT DEVIATED FROM ASSIGNED ALT IN RESPONSE TO A TCASII RA.

Narrative: ON APCH INTO ATLANTA VFR TFC WAS CALLED AT 12 O'CLOCK, 3300 FT. WE WERE AT 3500 FT. AT THAT TIME WE RECEIVED A TCASII RA TELLING US TO CLB. WE INITIATED A CLB AND SAW THE TFC PASS OFF OUR R. WHILE WE WERE DOING THIS, WE WERE TOLD TO DSND TO 2800 FT. WE TOLD THE CTLR WE HAD CLBED, AND HE ASKED US NOT TO EXCEED 4000 FT MSL. WE LEVELED AT 4000 FT MSL AND ONCE THE TFC CLRED, CONTINUED THE APCH TO AN UNEVENTFUL LNDG. HAD WE FOLLOWED THE CTLR'S DSCNT CALL, THE TFC MAY HAVE BEEN A FACTOR. THE CAPT DISCUSSED THE SITUATION WITH A SUPVR.
