Air carrier Y, an large transport, was climbing out of pdx at high rate of vertical speed to level at 9000 ft. We were level 10000 ft. TCASII gave us a climb command and air carrier Y a descend command. We climbed to 10700 ft, air carrier Y descended to 8500 ft.
