Narrative:

Taipei tower cleared air carrier X into position and hold then came back and said hold short of runway. By this time, the aircraft was past the hold short line but about 10 ft short of the runway edge. Taipei tower then cleared air carrier Y to land. I called both tower and air carrier Y and told them we were close to the runway edge. Tower stated for me to hold my position. After air carrier Y landed he told the tower they used bad judgement by holding us in that position so close to the runway. Supplemental information from acn 212794: air carrier Y was on a 4-5 mi final when we alerted the tower of our position. No further instructions were received from the tower. Continued the approach and landed.
