Narrative:

Tpa tower cleared air carrier X to land runway 36L at tpa. Air carrier Y was cleared for takeoff when we were on a 2 1/2 mi final. We touched down while air carrier Y was on takeoff roll. Both aircraft were on runway for approximately 3-5 seconds. Lateral separation was 6000-7000 ft (1-1 1/2 mi). Air carrier Y lifted off approximately 7000- 8000 ft down runway 36L. It was impossible for us to judge when air carrier Y would lift off. We felt a landing would be safer than a low altitude rejected landing. Safety of flight was not compromised. A normal landing was completed.

IT WAS IMPOSSIBLE FOR US TO JUDGE WHEN ACR Y WOULD LIFT OFF. WE FELT A LNDG WOULD BE SAFER THAN A LOW ALT REJECTED LNDG. SAFETY OF FLT WAS NOT COMPROMISED. A NORMAL LNDG WAS COMPLETED.
