Narrative:

Just prior to departure from srq, tower cleared a single engine small aircraft Y to circle the airport at 150 ft MSL. About 2 min later, we were cleared for takeoff from runway 32. No advisory of traffic circling northwest of the airport was given to us. At about 500 ft MSL, the TCASII issued a TA and displayed an aircraft at our 2 O'clock position, FL700 ft above our altitude. The first officer (who was flying) immediately had the aircraft insight as a left turn had already been started at .4 DME from the airport to comply with departure instructions. In order to avoid a midair collision, bank angle was increased and a descent was initiated. As these inputs were being initiated, TCASII sounded an RA 'monitor vertical speed' and commanded a climb of 3000-3500 FPM. Compliance with that RA would have resulted in less separation than we had so the RA was ignored. After the collision was avoided, tower advised the small aircraft Y that it was supposed to have turned the other way. Tower also thanked us for a good-rate turn. We were then handed off to tampa departure.

NO ADVISORY OF TFC CIRCLING NW OF THE ARPT WAS GIVEN TO US. AT ABOUT 500 FT MSL, THE TCASII ISSUED A TA AND DISPLAYED AN ACFT AT OUR 2 O'CLOCK POS, FL700 FT ABOVE OUR ALT. THE FO (WHO WAS FLYING) IMMEDIATELY HAD THE ACFT INSIGHT AS A L TURN HAD ALREADY BEEN STARTED AT .4 DME FROM THE ARPT TO COMPLY WITH DEP INSTRUCTIONS. IN ORDER TO AVOID A MIDAIR COLLISION, BANK ANGLE WAS INCREASED AND A DSCNT WAS INITIATED. AS THESE INPUTS WERE BEING INITIATED, TCASII SOUNDED AN RA 'MONITOR VERT SPD' AND COMMANDED A CLB OF 3000-3500 FPM. COMPLIANCE WITH THAT RA WOULD HAVE RESULTED IN LESS SEPARATION THAN WE HAD SO THE RA WAS IGNORED. AFTER THE COLLISION WAS AVOIDED, TWR ADVISED THE SMA Y THAT IT WAS SUPPOSED TO HAVE TURNED THE OTHER WAY. TWR ALSO THANKED US FOR A GOOD-RATE TURN. WE WERE THEN HANDED OFF TO TAMPA DEP.
