Narrative:

Working west radar, combined positions, vectored small aircraft X for ILS runway 4, he was given all the updated WX information available to me at my position. He, the pilot, had a bit of trouble initially picking up the runway 4 localizer. This was resolved and continued the approach. Turned small aircraft X over to the tower. Local informed me small aircraft X missed approach. When small aircraft X was back on approach frequency, I requested his intentions. He wanted a VOR DME approach to runway 4. While on vectors he lost an engine, could not maintain altitude nor would he take vectors to leroy, the nearest airport. Aircraft landed in an open field.
