Narrative:
During the rollout after touchdown at ccy airport, the brakes would not engage and the aircraft went onto the overrun of a 4000 ft runway. Water was later found in the brake fluid. The outside air temperature was 29 degrees F on the ground.

Title: BRAKE FAILURE DUE TO WATER IN BRAKE FLUID WHICH FROZE. RWY OVERRUN.
Narrative: DURING THE ROLLOUT AFTER TOUCHDOWN AT CCY ARPT, THE BRAKES WOULD NOT ENGAGE AND THE ACFT WENT ONTO THE OVERRUN OF A 4000 FT RWY. WATER WAS LATER FOUND IN THE BRAKE FLUID. THE OUTSIDE AIR TEMP WAS 29 DEGS F ON THE GND.
