Narrative:

WX at lax was -- X3BD wind 330 degrees/3S. After landing on runway 7R we were instructed to hold short of runway 7L after clearing runway 7R. After turning off runway 7R we received a call on company frequency wanting a PIREP on WX for arrival into lax. Earlier several company aircraft had diverted from lax for WX. By answering dispatch the captain was distracted and inadvertently crossed the hold short line for runway 7L. Lax tower asked if we had crossed the hold short line. We replied we had and the tower controller cleared us to cross runway 7L and to contact ground after crossing. As first officer, I attempted to tell the captain to stop the aircraft short of runway 7L, but by the time he got the aircraft stopped, we had crossed the runway 7L hold line. Contributing factors were night, severe xwinds, radio communications and a sense by myself that the captain knew where he was and what we were cleared for. In the future I will be more forceful -- even applying brakes myself to prevent this type of situation from occurring again. Supplemental information from acn 195425: we are required by company policy to monitor our company frequency. As soon as we cleared runway 7R our company dispatcher was calling us on company frequency.

Title: ACR MLG RWY TRANSGRESSION AFTER LNDG AT LAX.

Narrative: WX AT LAX WAS -- X3BD WIND 330 DEGS/3S. AFTER LNDG ON RWY 7R WE WERE INSTRUCTED TO HOLD SHORT OF RWY 7L AFTER CLRING RWY 7R. AFTER TURNING OFF RWY 7R WE RECEIVED A CALL ON COMPANY FREQ WANTING A PIREP ON WX FOR ARR INTO LAX. EARLIER SEVERAL COMPANY ACFT HAD DIVERTED FROM LAX FOR WX. BY ANSWERING DISPATCH THE CAPT WAS DISTRACTED AND INADVERTENTLY CROSSED THE HOLD SHORT LINE FOR RWY 7L. LAX TWR ASKED IF WE HAD CROSSED THE HOLD SHORT LINE. WE REPLIED WE HAD AND THE TWR CTLR CLRED US TO CROSS RWY 7L AND TO CONTACT GND AFTER XING. AS FO, I ATTEMPTED TO TELL THE CAPT TO STOP THE ACFT SHORT OF RWY 7L, BUT BY THE TIME HE GOT THE ACFT STOPPED, WE HAD CROSSED THE RWY 7L HOLD LINE. CONTRIBUTING FACTORS WERE NIGHT, SEVERE XWINDS, RADIO COMS AND A SENSE BY MYSELF THAT THE CAPT KNEW WHERE HE WAS AND WHAT WE WERE CLRED FOR. IN THE FUTURE I WILL BE MORE FORCEFUL -- EVEN APPLYING BRAKES MYSELF TO PREVENT THIS TYPE OF SITUATION FROM OCCURRING AGAIN. SUPPLEMENTAL INFO FROM ACN 195425: WE ARE REQUIRED BY COMPANY POLICY TO MONITOR OUR COMPANY FREQ. AS SOON AS WE CLRED RWY 7R OUR COMPANY DISPATCHER WAS CALLING US ON COMPANY FREQ.
