Narrative:

As I was getting my briefing to take over on local control, the relieving specialist told me nqx had the king I airspace at 1500 ft with a military spc X. As I looked south of the tower we both observed spc X below 1000 ft. I can tell this because our pattern altitude is 800 ft and for the last 6 1/2 yrs I've observed pilots in the touch-and-go pattern at 800 ft. This spc X appeared to be at that altitude. He was definitely below 1500. These occurrences are happening more frequently again. They slowed down after the last NASA alert, but I've observed and been told by other controllers that its starting all over again. (Uncoordinated airspace use, uncoordinated late turnovers, etc.)

Title: MIL ACFT DSNDS BELOW ASSIGNED ALT IN A TRAINING AREA.

Narrative: AS I WAS GETTING MY BRIEFING TO TAKE OVER ON LCL CTL, THE RELIEVING SPECIALIST TOLD ME NQX HAD THE KING I AIRSPACE AT 1500 FT WITH A MIL SPC X.
