Narrative:

Background information: aircraft descending on approach into hill AFB (3 NM south of ogd) are restr by slc or hill AFB tower/PAR to cross the ogd south field boundary at or above 5700' MSL. VFR aircraft arriving or departing the ogd air traffic area from the southwest through north are restr at or below 5600' MSL (field elevation is 4470' MSL). Incident: an small transport was 2 mi out on a modified base to final runway 34, when I observed an fgt crossing the field and descending to what appeared to be pattern altitude (5200' MSL/730' AGL). I turned the small transport with an immediate left turn for a left 360 degree turn back to final. Hill tower advised that the fgt was at 5300' (crossing the south field boundary) on a PAR approach.

Narrative: BACKGROUND INFO: ACFT DSNDING ON APCH INTO HILL AFB (3 NM S OF OGD) ARE RESTR BY SLC OR HILL AFB TWR/PAR TO CROSS THE OGD S FIELD BOUNDARY AT OR ABOVE 5700' MSL. VFR ACFT ARRIVING OR DEPARTING THE OGD ATA FROM THE SW THROUGH N ARE RESTR AT OR BELOW 5600' MSL (FIELD ELEVATION IS 4470' MSL). INCIDENT: AN SMT WAS 2 MI OUT ON A MODIFIED BASE TO FINAL RWY 34, WHEN I OBSERVED AN FGT XING THE FIELD AND DSNDING TO WHAT APPEARED TO BE PATTERN ALT (5200' MSL/730' AGL). I TURNED THE SMT WITH AN IMMEDIATE LEFT TURN FOR A LEFT 360 DEG TURN BACK TO FINAL. HILL TWR ADVISED THAT THE FGT WAS AT 5300' (XING THE S FIELD BOUNDARY) ON A PAR APCH.
