Narrative:

I noticed a flight of 3 navy jets (3 fgt's) south of eyw airport about 1/2 mi at 1500-2000 ft all inbound to nqx. I called nqx approach to ask what was going on. They said they forgot to ask for the king I area. I asked how long did they need it, they said they had 1 more flight of 3. I then asked if they needed 1500 ft or 2000 ft. They said 2000 ft. I then observed the flight of 3 aircraft below a 900 ft scattered layer of clouds. Not only did they not coordinate in the first place, they didn't coordinate for the correct altitude. This is beginning to happen more frequently again. It slowed down drastically after the last NASA alert was sent. Now it's picking up again.

I THEN OBSERVED THE FLT OF 3 ACFT BELOW A 900 FT SCATTERED LAYER OF CLOUDS. NOT ONLY DID THEY NOT COORDINATE IN THE FIRST PLACE, THEY DIDN'T COORDINATE FOR THE CORRECT ALT. THIS IS BEGINNING TO HAPPEN MORE FREQUENTLY AGAIN. IT SLOWED DOWN DRASTICALLY AFTER THE LAST NASA ALERT WAS SENT. NOW IT'S PICKING UP AGAIN.
