Narrative:

While flying heading 100 degree as assigned by coast TRACON for a practice VOR approach into lgb under the hood, instructor safety pilot was occupied identing multiple targets being pointed out by controller. Simulating a no gyroscope situation, I was frequently checking dash mounted compass. While scanning up to compass, attention was drawn to outside the aircraft at approximately 1-2 O'clock low where a white high wing small aircraft with stripes appeared. The small aircraft was headed our direction of flight on an approximately heading of 080 degree and about 50 ft below our altitude. The small aircraft had not been previously idented by coast TRACON to us. Immediate evasive action was taken by executing a steep left climbing turn to avoid a collision. Remainder of flight proceeded without incident.

Narrative: WHILE FLYING HDG 100 DEG AS ASSIGNED BY COAST TRACON FOR A PRACTICE VOR APCH INTO LGB UNDER THE HOOD, INSTRUCTOR SAFETY PLT WAS OCCUPIED IDENTING MULTIPLE TARGETS BEING POINTED OUT BY CTLR. SIMULATING A NO GYROSCOPE SITUATION, I WAS FREQUENTLY CHKING DASH MOUNTED COMPASS. WHILE SCANNING UP TO COMPASS, ATTN WAS DRAWN TO OUTSIDE THE ACFT AT APPROX 1-2 O'CLOCK LOW WHERE A WHITE HIGH WING SMA WITH STRIPES APPEARED. THE SMA WAS HEADED OUR DIRECTION OF FLT ON AN APPROX HDG OF 080 DEG AND ABOUT 50 FT BELOW OUR ALT. THE SMA HAD NOT BEEN PREVIOUSLY IDENTED BY COAST TRACON TO US. IMMEDIATE EVASIVE ACTION WAS TAKEN BY EXECUTING A STEEP L CLBING TURN TO AVOID A COLLISION. REMAINDER OF FLT PROCEEDED WITHOUT INCIDENT.
