Narrative:

Medium large transport X climbing slowly to FL370 sbound on J143. Mlt Y nnebound at FL350. I felt medium large transport X was climbing fast enough to reach FL370 without loss of separation but medium large transport X slowed its climb even slower at about FL355. When I realized that I turned mlt Y to a heading of 070, I then turned medium large transport X to a heading of 220 or 230. Mlt Y questioned the heading and said that they were cell navigation. When mlt Y finally took the turn, the aircraft passed 4.5 mi laterally and 1300 ft vertically. Medium large transport X should have been stopped at FL330!

Title: CTLR CLBED MLG THROUGH MLT ALT AND HAD LTSS.

Narrative: MLG X CLBING SLOWLY TO FL370 SBOUND ON J143. MLT Y NNEBOUND AT FL350. I FELT MLG X WAS CLBING FAST ENOUGH TO REACH FL370 WITHOUT LOSS OF SEPARATION BUT MLG X SLOWED ITS CLB EVEN SLOWER AT ABOUT FL355. WHEN MLT Y FINALLY TOOK THE TURN, THE ACFT PASSED 4.5 MI LATERALLY AND 1300 FT VERTICALLY. MLG X SHOULD HAVE BEEN STOPPED AT FL330!
