Narrative:

I was turned onto the NDB approach, with tailwind. I misjudged wind strength, and flew through the approach course by perhaps 1/2 to 3/4 mi. I turned the aircraft back to intercept, and immediately saw an small aircraft which had drifted into the approach path. Tower also noticed, and issued me an immediate turn. The small aircraft had been in the pattern doing touch and go. Apparently the severely reduced visibility caused him to lose track of his ground track. Following this, the tower cancelled permission for all aircraft in the pattern to continue touch and go, and the field went IFR. I called the controller on the land line to inquire, but found him to be somewhat defensive. The conversation was non- productive. Conclusion: because I fly in and out of large airports, virtually all with ILS/localizer/VOR approachs, I was rusty on NDB approachs. Had I not flown through final, though, we would have been much closer to the other aircraft.

Title: FLC OF LTT HAD NMAC WITH SMA ON APCH TO JGG.

Narrative: I WAS TURNED ONTO THE NDB APCH, WITH TAILWIND. I MISJUDGED WIND STRENGTH, AND FLEW THROUGH THE APCH COURSE BY PERHAPS 1/2 TO 3/4 MI. I TURNED THE ACFT BACK TO INTERCEPT, AND IMMEDIATELY SAW AN SMA WHICH HAD DRIFTED INTO THE APCH PATH. TWR ALSO NOTICED, AND ISSUED ME AN IMMEDIATE TURN. THE SMA HAD BEEN IN THE PATTERN DOING TOUCH AND GO. APPARENTLY THE SEVERELY REDUCED VISIBILITY CAUSED HIM TO LOSE TRACK OF HIS GND TRACK. FOLLOWING THIS, THE TWR CANCELLED PERMISSION FOR ALL ACFT IN THE PATTERN TO CONTINUE TOUCH AND GO, AND THE FIELD WENT IFR. I CALLED THE CTLR ON THE LAND LINE TO INQUIRE, BUT FOUND HIM TO BE SOMEWHAT DEFENSIVE. THE CONVERSATION WAS NON- PRODUCTIVE. CONCLUSION: BECAUSE I FLY IN AND OUT OF LARGE ARPTS, VIRTUALLY ALL WITH ILS/LOC/VOR APCHS, I WAS RUSTY ON NDB APCHS. HAD I NOT FLOWN THROUGH FINAL, THOUGH, WE WOULD HAVE BEEN MUCH CLOSER TO THE OTHER ACFT.
