Narrative:

Flight was a scheduled ferry repos flight at the end of a day of part 135 flying. Was second full day of flying with new first officer (ex-military pilot with no/little civilian flying). WX conditions were strong winds (northeast at 20-30 KTS), and heavy snow. Aircraft was a beech 1900D. This aircraft has stall vane heat, but this does not operate until gear off the ground. Right after liftoff stall horn went off continuously. This happens on occasion when be-1900 has landed in snow storm. Stall vane is hot, melts snow, cools and freezes in vane. Vane appeared free and aircraft was ice free at takeoff. Because communication was impossible with stall warning, I had first officer pull the stall aural warning circuit breaker. Note: aircraft was flying fine, no stall at all. First officer was new and asked several questions concerning the flight. I was explaining what was going on when ATC advised, 'air carrier flight number, check altitude, maintain 7000 ft.' I looked back at the altimeter and saw I was at 7600 ft MSL and climbing. I immediately returned to 7000 ft. I realized then that the stall aural warning also controls altitude alert tone and therefore we never heard the tone. Problems/resolution: I became distracted and should have paid more attention to the flying. Be-1900 stall heat should operate (at least at a low setting) on the ground so it works at takeoff. My company (air carrier) trains its first officer's (in no) emergency procedures. A new first officer comes to you virtually useless, other than to be PF. Company should provide, and FARS should require IOE for first officer's so they are trained to do their day-to-day job when they go on-line.

Title: FLC OF AN LTT ACR ACFT OVERSHOT CLB ALT DUE TO STALL WARNING PROB DISTR.

Narrative: FLT WAS A SCHEDULED FERRY REPOS FLT AT THE END OF A DAY OF PART 135 FLYING. WAS SECOND FULL DAY OF FLYING WITH NEW FO (EX-MIL PLT WITH NO/LITTLE CIVILIAN FLYING). RIGHT AFTER LIFTOFF STALL HORN WENT OFF CONTINUOUSLY. THIS HAPPENS ON OCCASION WHEN BE-1900 HAS LANDED IN SNOW STORM. STALL VANE IS HOT, MELTS SNOW, COOLS AND FREEZES IN VANE. VANE APPEARED FREE AND ACFT WAS ICE FREE AT TKOF. BECAUSE COM WAS IMPOSSIBLE WITH STALL WARNING, I HAD FO PULL THE STALL AURAL WARNING CIRCUIT BREAKER. NOTE: ACFT WAS FLYING FINE, NO STALL AT ALL. BE-1900 STALL HEAT SHOULD OPERATE (AT LEAST AT A LOW SETTING) ON THE GND SO IT WORKS AT TKOF. MY COMPANY (ACR) TRAINS ITS FO'S (IN NO) EMER PROCS. A NEW FO COMES TO YOU VIRTUALLY USELESS, OTHER THAN TO BE PF. COMPANY SHOULD PROVIDE, AND FARS SHOULD REQUIRE IOE FOR FO'S SO THEY ARE TRAINED TO DO THEIR DAY-TO-DAY JOB WHEN THEY GO ON-LINE.
