Narrative:

I was in columbus, oh, on business (osu) when I recieved an airworthiness directive revision. I was scheduled to depart 4 days later for my base airport ojc in olathe, ks. I telephoned them to discuss the 'ir' revised ad and requested they schedule to add the one additional placard called out in the ad revision upon my return (plus other scheduled maintenance). The morning of departure I watched NOAA WX in the morning on pbs ohio state university, channel 2. One hour later I requested my WX briefing from dayton FSS. A line of precipitation had passed through columbus prior to midnight. WX depiction was 'precipitation east of columbus flying into high pressure dayton going broken indy clear rest of route clear.' tops appeared very low for central and western ohio from NOAA satellite photo and extensive experience in flying this trip also reinforced this position (40 trips per for 3 1/2 yrs). WX briefing did mention 'possible icing conditions in clouds for all of ohio.' as a part of the briefing. Surface temperature was 46 to freezing. Winds on the surface were 270 aloft also westerly. I was departing on runway 27. I knew my climb rate would 1200-1500 FPM. I felt certain, perhaps it was a part of the briefing, tops would be less than 10. At the time of preflight, the cloud formations west of the airport were becoming a much lighter color. Because of these factors, and my extensive flight experience in this area, I felt certain that the flight conditions were such that I would not encounter ice. I departed in early afternoon. Tower made the handoff at 10 MSL. Columbus cleared me immediately to 10/0 as they always do. Tops were 90, clear above. I encountered no ice. I was 'on top' in approximately 5 mins. The balance of my trip was flown entirely in the clear. The FAA was waiting for me upon my arrival at ojc. I was asked 'if I had time for a routine check.' I said 'of course.' I later found out inside that someone in columbus had reported I had taken off into 'known or forecasted icing.' the missing placard may also be an issue. If I am in violation the airworthiness directives, they need rewritten. Further explanation nd definition of 'forecasted' needs added to this ad. I am hopeful the intention of this ad is not to prevent a flight such as the one I described. If so, the IFR restrictions should not have been removed from the ad.

A LINE OF PRECIP HAD PASSED THROUGH COLUMBUS PRIOR TO MIDNIGHT. WX DEPICTION WAS 'PRECIP E OF COLUMBUS FLYING INTO HIGH PRESSURE DAYTON GOING BROKEN INDY CLR REST OF RTE CLR.' TOPS APPEARED VERY LOW FOR CENTRAL AND WESTERN OHIO FROM NOAA SATELLITE PHOTO AND EXTENSIVE EXPERIENCE IN FLYING THIS TRIP ALSO REINFORCED THIS POS (40 TRIPS PER FOR 3 1/2 YRS). WX BRIEFING DID MENTION 'POSSIBLE ICING CONDITIONS IN CLOUDS FOR ALL OF OHIO.' AS A PART OF THE BRIEFING. SURFACE TEMP WAS 46 TO FREEZING. WINDS ON THE SURFACE WERE 270 ALOFT ALSO WESTERLY. I WAS DEPARTING ON RWY 27. I KNEW MY CLB RATE WOULD 1200-1500 FPM. I FELT CERTAIN, PERHAPS IT WAS A PART OF THE BRIEFING, TOPS WOULD BE LESS THAN 10. AT THE TIME OF PREFLT, THE CLOUD FORMATIONS W OF THE ARPT WERE BECOMING A MUCH LIGHTER COLOR. BECAUSE OF THESE FACTORS, AND MY EXTENSIVE FLT EXPERIENCE IN THIS AREA, I FELT CERTAIN THAT THE FLT CONDITIONS WERE SUCH THAT I WOULD NOT ENCOUNTER ICE. I DEPARTED IN EARLY AFTERNOON. TWR MADE THE HDOF AT 10 MSL. COLUMBUS CLRED ME IMMEDIATELY TO 10/0 AS THEY ALWAYS DO. TOPS WERE 90, CLR ABOVE. I ENCOUNTERED NO ICE. I WAS 'ON TOP' IN APPROX 5 MINS. THE BALANCE OF MY TRIP WAS FLOWN ENTIRELY IN THE CLR. THE FAA WAS WAITING FOR ME UPON MY ARR AT OJC. I WAS ASKED 'IF I HAD TIME FOR A ROUTINE CHK.' I SAID 'OF COURSE.' I LATER FOUND OUT INSIDE THAT SOMEONE IN COLUMBUS HAD RPTED I HAD TAKEN OFF INTO 'KNOWN OR FORECASTED ICING.' THE MISSING PLACARD MAY ALSO BE AN ISSUE. IF I AM IN VIOLATION THE AIRWORTHINESS DIRECTIVES, THEY NEED REWRITTEN. FURTHER EXPLANATION ND DEFINITION OF 'FORECASTED' NEEDS ADDED TO THIS AD. I AM HOPEFUL THE INTENTION OF THIS AD IS NOT TO PREVENT A FLT SUCH AS THE ONE I DESCRIBED. IF SO, THE IFR RESTRICTIONS SHOULD NOT HAVE BEEN REMOVED FROM THE AD.
