Narrative:

On ILS approach to lgb, captain at controls, first officer reported light aircraft traffic about 11 O'clock. TCAS screen diamond with altitude readout plus 500'. He was under tower control to land runway 25. TCAS issued an RA, 'monitor vertical speed,' with red arc mandating restricting aircraft to approximately 700 FPM descent. At 4500' MSL TCAS announced traffic clear. Trying to listen to tower frequency on approach, alternating CAWS announcements for stabilizer trim plus TCAS sounded like a circus. At same time we were observing an air carrier medium large transport on takeoff roll to assure landing clearance. Too much noise at critical stage of flight.

TOO MUCH NOISE AT CRITICAL STAGE OF FLT.
