Small transport departed runway 16. Issued departure SID for right turnout. Aircraft turned left. Reclred aircraft to turn right. Before aircraft returned to the correct turnout, sep was lost. Departure SID not issued on initial clearance. Aircraft did not use full call sign. Airport too close to ord.
