Narrative:

A piper cub, as a flight with a helicopter, was cleared to land on runway 14. The cub was no radio. After landing, the cub taxied south on taxiway right, while the helicopter was told to proceed to south air park. The helicopter landed, and a beech 1900 was cleared for takeoff on runway 24R. The cub was still taxiing on taxiway right, which continues up to runway 6L. Ground control then observed the cub on runway 6L, while the beech was commencing takeoff roll. I then instructed the beech to cancel takeoff clearance, but the beech continued takeoff roll and became airborne shortly thereafter, with the cub exiting the runway at taxiway G. At rotation I estimate horizontal separation to be about 4000 ft. When the beech reached taxiway G, the cub was clear of the runway. The cub then proceeded up to and held short of runway 6L at taxiway east. He then received a green light to cross runway 6L and runway 6R. He may have perceived the runway to be taxiway K, which is parallel to runway 6L. He was not given a green light during his taxi on taxiway right.

Narrative: A PIPER CUB, AS A FLT WITH A HELI, WAS CLRED TO LAND ON RWY 14. THE CUB WAS NO RADIO. AFTER LNDG, THE CUB TAXIED S ON TXWY R, WHILE THE HELI WAS TOLD TO PROCEED TO S AIR PARK. THE HELI LANDED, AND A BEECH 1900 WAS CLRED FOR TKOF ON RWY 24R. THE CUB WAS STILL TAXIING ON TXWY R, WHICH CONTINUES UP TO RWY 6L. GND CTL THEN OBSERVED THE CUB ON RWY 6L, WHILE THE BEECH WAS COMMENCING TKOF ROLL. I THEN INSTRUCTED THE BEECH TO CANCEL TKOF CLRNC, BUT THE BEECH CONTINUED TKOF ROLL AND BECAME AIRBORNE SHORTLY THEREAFTER, WITH THE CUB EXITING THE RWY AT TXWY G. AT ROTATION I ESTIMATE HORIZ SEPARATION TO BE ABOUT 4000 FT. WHEN THE BEECH REACHED TXWY G, THE CUB WAS CLR OF THE RWY. THE CUB THEN PROCEEDED UP TO AND HELD SHORT OF RWY 6L AT TXWY E. HE THEN RECEIVED A GREEN LIGHT TO CROSS RWY 6L AND RWY 6R. HE MAY HAVE PERCEIVED THE RWY TO BE TXWY K, WHICH IS PARALLEL TO RWY 6L. HE WAS NOT GIVEN A GREEN LIGHT DURING HIS TAXI ON TXWY R.
