Narrative:

Cpr X was issued a clearance from 20 mi east of lfk VOR direct to efd direct to brazoria county airport. The aircraft was pointed out to 2 additional high altitude sectors because adjacent controller would not accept handoff on aircraft. Aircraft was descending to FL240. Aircraft leveled at FL240. Requested lower. I appreqed lower with low altitude controller. 16000' was approved. I issued descent and switched frequency. In descent the aircraft violated the industry low airspace west/O approval. I was notified by facility personnel that a system deviation had occurred. The facility has a new order re: pointouts that is very ambiguous concerning responsibilities during pointouts.

Narrative: CPR X WAS ISSUED A CLRNC FROM 20 MI E OF LFK VOR DIRECT TO EFD DIRECT TO BRAZORIA COUNTY ARPT. THE ACFT WAS POINTED OUT TO 2 ADDITIONAL HIGH ALT SECTORS BECAUSE ADJACENT CTLR WOULD NOT ACCEPT HDOF ON ACFT. ACFT WAS DSNDING TO FL240. ACFT LEVELED AT FL240. REQUESTED LOWER. I APPREQED LOWER WITH LOW ALT CTLR. 16000' WAS APPROVED. I ISSUED DSNT AND SWITCHED FREQ. IN DSNT THE ACFT VIOLATED THE INDUSTRY LOW AIRSPACE W/O APPROVAL. I WAS NOTIFIED BY FAC PERSONNEL THAT A SYS DEVIATION HAD OCCURRED. THE FAC HAS A NEW ORDER RE: POINTOUTS THAT IS VERY AMBIGUOUS CONCERNING RESPONSIBILITIES DURING POINTOUTS.
