Narrative:

After receiving approval from the local controller, I cleared an aircraft for a visibility approach to runway 3L at dtw, not remembering that runway 3L was closed. During construction activities at dtw, various runways are closed and reopened at various times. I believe that inadequate posting of this information was a contributing factor. Another contributing factor was I was giving an aircraft a runway for informal noise abatement while attempting to expedite traffic, rather than utilizing the active runway. The biggest reason that I believe the pilot didn't prevent the error was the ATIS stated, 'runway 21R closed,' rather than stating runway 21R, 3L closed. This was similar to an item published recently in your 'callback' publication.

Title: ACFT WAS CLEARED FOR VISUAL APCH TO A CLOSED RWY. CTLR FORGOT ABOUT THE RWY STATUS.

Narrative: AFTER RECEIVING APPROVAL FROM THE LCL CTLR, I CLRED AN ACFT FOR A VIS APCH TO RWY 3L AT DTW, NOT REMEMBERING THAT RWY 3L WAS CLOSED. DURING CONSTRUCTION ACTIVITIES AT DTW, VARIOUS RWYS ARE CLOSED AND REOPENED AT VARIOUS TIMES. I BELIEVE THAT INADEQUATE POSTING OF THIS INFO WAS A CONTRIBUTING FACTOR. ANOTHER CONTRIBUTING FACTOR WAS I WAS GIVING AN ACFT A RWY FOR INFORMAL NOISE ABATEMENT WHILE ATTEMPTING TO EXPEDITE TFC, RATHER THAN UTILIZING THE ACTIVE RWY. THE BIGGEST REASON THAT I BELIEVE THE PLT DIDN'T PREVENT THE ERROR WAS THE ATIS STATED, 'RWY 21R CLOSED,' RATHER THAN STATING RWY 21R, 3L CLOSED. THIS WAS SIMILAR TO AN ITEM PUBLISHED RECENTLY IN YOUR 'CALLBACK' PUBLICATION.
