Narrative:

Cga X was cleared to land on runway 4R and restr to hold short of runway 8L for departing aircraft. Pilot acknowledged restriction. Upon landing rollout, cga X was instructed to turn right at a taxiway prior to the runway intersection and instructed to contact ground control. An air carrier X was cleared for takeoff on runway 8L. As I looked away from the runways to check my departure strips, cga X had missed the turn for the taxiway. As I looked up to scan the runways, I observed him making a right turn onto runway 8L with air carrier Y departing. Air carrier Y was approximately 4500' down the runway and appeared to be beginning rotation. Cga X was talking to ground control and ground was advising him to exit the runway. Fortunately, air carrier Y had departed from the full length which is 10000' from the intersection of the runways. If he had departed from the intersection at midfield on runway 8L. Cga X crew apparently felt that if they missed the turn instructions they could just turn anywhere. When they called the tower, they realized what they did.

Title: A CGA MLG FAILED TO HOLD SHORT OF THE INTERSECTING RWY AND CAUSED A CONFLICT WITH A DEPARTING ACR MLG.

Narrative: CGA X WAS CLRED TO LAND ON RWY 4R AND RESTR TO HOLD SHORT OF RWY 8L FOR DEPARTING ACFT. PLT ACKNOWLEDGED RESTRICTION. UPON LNDG ROLLOUT, CGA X WAS INSTRUCTED TO TURN RIGHT AT A TXWY PRIOR TO THE RWY INTXN AND INSTRUCTED TO CONTACT GND CTL. AN ACR X WAS CLRED FOR TKOF ON RWY 8L. AS I LOOKED AWAY FROM THE RWYS TO CHK MY DEP STRIPS, CGA X HAD MISSED THE TURN FOR THE TXWY. AS I LOOKED UP TO SCAN THE RWYS, I OBSERVED HIM MAKING A RIGHT TURN ONTO RWY 8L WITH ACR Y DEPARTING. ACR Y WAS APPROX 4500' DOWN THE RWY AND APPEARED TO BE BEGINNING ROTATION. CGA X WAS TALKING TO GND CTL AND GND WAS ADVISING HIM TO EXIT THE RWY. FORTUNATELY, ACR Y HAD DEPARTED FROM THE FULL LENGTH WHICH IS 10000' FROM THE INTXN OF THE RWYS. IF HE HAD DEPARTED FROM THE INTXN AT MIDFIELD ON RWY 8L. CGA X CREW APPARENTLY FELT THAT IF THEY MISSED THE TURN INSTRUCTIONS THEY COULD JUST TURN ANYWHERE. WHEN THEY CALLED THE TWR, THEY REALIZED WHAT THEY DID.
