Narrative:

During an ILS approach to runway 28 at cle the local controller cleared another aircraft for takeoff at an intersection of runway 23R and 28, approximately 1000' from runway 28 end. I was within 200' of landing when I saw that an air carrier large transport Y was not going to hold his position on runway 23R. I could tell by his slow takeoff roll that it would be a dead tie at the intersection. I applied full go around thrust, and called for flaps. Just as we went by the intersection we were right on top of the large transport Y. Only later back in the crew room did I find out the local controller had instructed one of my company aircraft to taxi into position and hold on runway 28. The captain checked the final and saw us and held his position clear. The local controller was not doing his job on this day.

Title: MLG MADE A GO AROUND AFTER HEARING TWR CLEAR AN LGT FOR TKOF ON AN INTERSECTING RWY. GO AROUND CAUSED A POTENTIAL CONFLICT.

Narrative: DURING AN ILS APCH TO RWY 28 AT CLE THE LCL CTLR CLRED ANOTHER ACFT FOR TKOF AT AN INTXN OF RWY 23R AND 28, APPROX 1000' FROM RWY 28 END. I WAS WITHIN 200' OF LNDG WHEN I SAW THAT AN ACR LGT Y WAS NOT GOING TO HOLD HIS POS ON RWY 23R. I COULD TELL BY HIS SLOW TKOF ROLL THAT IT WOULD BE A DEAD TIE AT THE INTXN. I APPLIED FULL GAR THRUST, AND CALLED FOR FLAPS. JUST AS WE WENT BY THE INTXN WE WERE RIGHT ON TOP OF THE LGT Y. ONLY LATER BACK IN THE CREW ROOM DID I FIND OUT THE LCL CTLR HAD INSTRUCTED ONE OF MY COMPANY ACFT TO TAXI INTO POS AND HOLD ON RWY 28. THE CAPT CHKED THE FINAL AND SAW US AND HELD HIS POS CLR. THE LCL CTLR WAS NOT DOING HIS JOB ON THIS DAY.
