Narrative:

VFR scud running, closed in. Saw sucker hole to climb above into layers. Layers closed in. Unable to obtain IFR clearance until into IMC. Got clearance 10 mins into IMC after clearance, flew into heavy rain which caused engine to quit. Suspect water clogged air box. Declared emergency. Regained power at 6000'. Made precautionary landing.
