Narrative:
While working local control (tower) at eyw, an medium large transport X, IFR to mia, called ready to go. The ground controller got a release for medium large transport reference visibility sep between small transport Z (IFR) over the eyw VOR and visibility sep between an fgt on a 2 mi final to runway 3 at nqx. I saw all aircraft involved and cleared medium large transport for takeoff with a turn to the left to 360 degrees (as instructed by nqx). As medium large transport started his roll, small transport Y (also IFR on a visibility approach) called 2.8 mi ene of the eyw VOR. There is no way nqx could have guaranteed radar sep between medium large transport X turning to a heading of 360 degrees (off runway 9) and small transport Y 2.8 mi ene of eyw VOR. Nqx did not reference medium large transport release reference small transport Y as they did with the other 2 IFR aircraft.

Title: AN ACFT ENTERED THE ATA WITHOUT PROPER COORD.
Narrative: WHILE WORKING LCL CTL (TWR) AT EYW, AN MLG X, IFR TO MIA, CALLED READY TO GO. THE GND CTLR GOT A RELEASE FOR MLG REF VIS SEP BTWN SMT Z (IFR) OVER THE EYW VOR AND VIS SEP BTWN AN FGT ON A 2 MI FINAL TO RWY 3 AT NQX. I SAW ALL ACFT INVOLVED AND CLRED MLG FOR TKOF WITH A TURN TO THE LEFT TO 360 DEGS (AS INSTRUCTED BY NQX). AS MLG STARTED HIS ROLL, SMT Y (ALSO IFR ON A VIS APCH) CALLED 2.8 MI ENE OF THE EYW VOR. THERE IS NO WAY NQX COULD HAVE GUARANTEED RADAR SEP BTWN MLG X TURNING TO A HDG OF 360 DEGS (OFF RWY 9) AND SMT Y 2.8 MI ENE OF EYW VOR. NQX DID NOT REF MLG RELEASE REF SMT Y AS THEY DID WITH THE OTHER 2 IFR ACFT.
