Narrative:

I was training a developmental controller on the approach controller position at the tri-cities approach control. An small aircraft contacted walla walla tower and advised them that he would like several practice approachs in VFR conditions, the first of which being the VOR runway 2. Walla walla tower coordinated this with us and we issued them a discrete beacon code. The small aircraft departed walla walla airport and came up on our frequency and he was established outbnd on the approach. He was advised to maintain VFR and report 3200' (the altitude for the procedure turn). The deviation didn't clear the small aircraft for the approach until he was clear of all IFR traffic. When the small aircraft was established on inbound course the small aircraft was cleared for the VOR runway 2 approach. The deviation then called walla walla tower and passed the inbound. The distance from the airport was coordinated as 6 NM. The tower controller didn't understand the distance and asked if it was 4 mi. He was told no,about 5 mi. The deviation then forgot to xfer communications and I missed it. Walla walla tower called and asked if we had xferred communications on the small aircraft and they were told 'no.' they were then asked if they wanted to talk to him or if they had any special instructions. They replied, 'you keep him and clear him for a low approach.' we apologized for not shipping him and they said, 'no problem.' the small aircraft then executed a missed approach in VFR conditions and executed 3 other practice approachs at walla walla.

Title: ACFT ENTERED THE AIRSPACE OF ANOTHER FAC WITHOUT PROPER COORD.

Narrative: I WAS TRNING A DEVELOPMENTAL CTLR ON THE APCH CTLR POS AT THE TRI-CITIES APCH CTL. AN SMA CONTACTED WALLA WALLA TWR AND ADVISED THEM THAT HE WOULD LIKE SEVERAL PRACTICE APCHS IN VFR CONDITIONS, THE FIRST OF WHICH BEING THE VOR RWY 2. WALLA WALLA TWR COORDINATED THIS WITH US AND WE ISSUED THEM A DISCRETE BEACON CODE. THE SMA DEPARTED WALLA WALLA ARPT AND CAME UP ON OUR FREQ AND HE WAS ESTABLISHED OUTBND ON THE APCH. HE WAS ADVISED TO MAINTAIN VFR AND RPT 3200' (THE ALT FOR THE PROC TURN). THE DEV DIDN'T CLR THE SMA FOR THE APCH UNTIL HE WAS CLR OF ALL IFR TFC. WHEN THE SMA WAS ESTABLISHED ON INBND COURSE THE SMA WAS CLRED FOR THE VOR RWY 2 APCH. THE DEV THEN CALLED WALLA WALLA TWR AND PASSED THE INBND. THE DISTANCE FROM THE ARPT WAS COORDINATED AS 6 NM. THE TWR CTLR DIDN'T UNDERSTAND THE DISTANCE AND ASKED IF IT WAS 4 MI. HE WAS TOLD NO,ABOUT 5 MI. THE DEV THEN FORGOT TO XFER COMS AND I MISSED IT. WALLA WALLA TWR CALLED AND ASKED IF WE HAD XFERRED COMS ON THE SMA AND THEY WERE TOLD 'NO.' THEY WERE THEN ASKED IF THEY WANTED TO TALK TO HIM OR IF THEY HAD ANY SPECIAL INSTRUCTIONS. THEY REPLIED, 'YOU KEEP HIM AND CLR HIM FOR A LOW APCH.' WE APOLOGIZED FOR NOT SHIPPING HIM AND THEY SAID, 'NO PROB.' THE SMA THEN EXECUTED A MISSED APCH IN VFR CONDITIONS AND EXECUTED 3 OTHER PRACTICE APCHS AT WALLA WALLA.
