Narrative:

At approximately XX09 local large transport was bnd for atl on J48 large transport advised of deviation left of course to avoid WX. I advised other sector controller aircraft might enter area and point out was approved. Large transport deviated far enough south that he would enter a different sector in ZTL. I had supervisor to reenter flight plan so information would be directed to correct sector in ZTL. I then started handoff to ZTL, but inadvertently typed T32 rather than T33. I then called ZTL and asked if aircraft was in handoff to them. I was advised that it was. A female voice then said she would look for the flight plan. I told her she probably didn't have one yet, but would receive it momentarily. I then asked if aircraft was ok and she replied in the affirmative. I was very busy and I had to get off the line. I waited for about 15 mi of flying time for ZTL to accept automated handoff. It never happened and I assumed they had manually started track. I changed frequency based on what I thought was a verbal handoff. ZTL alleges aircraft entered airspace west/O handoff. I contend I had made verbal handoff even though phraseology wasn't correct. I now understand controller at ZTL wasn't radar qualified. I might add we were understaffed for the conditions we were working under.

Title: ACFT ENTERED ADJACENT CTLR'S AIRSPACE WITHOUT PROPER COORD.

Narrative: AT APPROX XX09 LCL LGT WAS BND FOR ATL ON J48 LGT ADVISED OF DEVIATION LEFT OF COURSE TO AVOID WX. I ADVISED OTHER SECTOR CTLR ACFT MIGHT ENTER AREA AND POINT OUT WAS APPROVED. LGT DEVIATED FAR ENOUGH S THAT HE WOULD ENTER A DIFFERENT SECTOR IN ZTL. I HAD SUPVR TO REENTER FLT PLAN SO INFO WOULD BE DIRECTED TO CORRECT SECTOR IN ZTL. I THEN STARTED HDOF TO ZTL, BUT INADVERTENTLY TYPED T32 RATHER THAN T33. I THEN CALLED ZTL AND ASKED IF ACFT WAS IN HDOF TO THEM. I WAS ADVISED THAT IT WAS. A FEMALE VOICE THEN SAID SHE WOULD LOOK FOR THE FLT PLAN. I TOLD HER SHE PROBABLY DIDN'T HAVE ONE YET, BUT WOULD RECEIVE IT MOMENTARILY. I THEN ASKED IF ACFT WAS OK AND SHE REPLIED IN THE AFFIRMATIVE. I WAS VERY BUSY AND I HAD TO GET OFF THE LINE. I WAITED FOR ABOUT 15 MI OF FLYING TIME FOR ZTL TO ACCEPT AUTOMATED HDOF. IT NEVER HAPPENED AND I ASSUMED THEY HAD MANUALLY STARTED TRACK. I CHANGED FREQ BASED ON WHAT I THOUGHT WAS A VERBAL HDOF. ZTL ALLEGES ACFT ENTERED AIRSPACE W/O HDOF. I CONTEND I HAD MADE VERBAL HDOF EVEN THOUGH PHRASEOLOGY WASN'T CORRECT. I NOW UNDERSTAND CTLR AT ZTL WASN'T RADAR QUALIFIED. I MIGHT ADD WE WERE UNDERSTAFFED FOR THE CONDITIONS WE WERE WORKING UNDER.
