Narrative:

On short final, after being cleared to land on apa 17L, I glanced down at airspeed and heard passenger scream my name. Looking up saw aircraft descending directly over me (within 100'). I broke left and then paralleled runway on left side. Aircraft descended as if to flair, then climbed to the right. (I believe he made touch and go on 17R.) I realigned on runway and landed. I went to tower after hangaring aircraft and told tower supervisor I wanted to report a near miss. Callback conversation with reporter revealed the following: reporter went to see the tower supervisor and hoped that some explanation would be offered as to lack of knowledge or awareness of other traffic in pattern. Aircraft Y was on a right base to final when she overshot and nearly hit him. Aircraft Y then moved over to the right runway and made a touch and go, never realizing the proximity to other aircraft. Reporter filed a near miss report with tower supervisor. Supervisor recommended a NASA form report.

I WENT TO TWR AFTER HANGARING ACFT AND TOLD TWR SUPVR I WANTED TO RPT A NEAR MISS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR WENT TO SEE THE TWR SUPVR AND HOPED THAT SOME EXPLANATION WOULD BE OFFERED AS TO LACK OF KNOWLEDGE OR AWARENESS OF OTHER TFC IN PATTERN. ACFT Y WAS ON A RIGHT BASE TO FINAL WHEN SHE OVERSHOT AND NEARLY HIT HIM. ACFT Y THEN MOVED OVER TO THE RIGHT RWY AND MADE A TOUCH AND GO, NEVER REALIZING THE PROX TO OTHER ACFT. RPTR FILED A NEAR MISS RPT WITH TWR SUPVR. SUPVR RECOMMENDED A NASA FORM RPT.
