Narrative:

We were cleared by ground control at cvg to taxi to runway 27L via taxiway a. This causes aircraft to cross approach end of runway 27R. No hold short instructions were given. As we were approaching hold line for runway 27R, ground control in frantic voice said to hold short of runway 27R. Brakes were immediately applied. Commuter aircraft on tight right base then landed on runway 27R. If we had not stopped then there could have been a close call or a go around by commuter aircraft. I questioned ground control if she expected us to hold short of runway 27R. She said that they had just switched positions and that she was told by previous controller that we would hold short. We were never told to hold short of runway 27R. Poor xfer of control and poor communications nearly caused a possible serious incident.

Title: CVG GND CTL FAILED TO GIVE CLRNC TO HOLD SHORT UNTIL ALMOST TOO LATE. ATCT GC SAID SHE WAS NOT GIVEN THE CORRECT BRIEFING WHEN TAKING OVER THE POSITION.

Narrative: WE WERE CLRED BY GND CTL AT CVG TO TAXI TO RWY 27L VIA TXWY A. THIS CAUSES ACFT TO CROSS APCH END OF RWY 27R. NO HOLD SHORT INSTRUCTIONS WERE GIVEN. AS WE WERE APCHING HOLD LINE FOR RWY 27R, GND CTL IN FRANTIC VOICE SAID TO HOLD SHORT OF RWY 27R. BRAKES WERE IMMEDIATELY APPLIED. COMMUTER ACFT ON TIGHT R BASE THEN LANDED ON RWY 27R. IF WE HAD NOT STOPPED THEN THERE COULD HAVE BEEN A CLOSE CALL OR A GO AROUND BY COMMUTER ACFT. I QUESTIONED GND CTL IF SHE EXPECTED US TO HOLD SHORT OF RWY 27R. SHE SAID THAT THEY HAD JUST SWITCHED POSITIONS AND THAT SHE WAS TOLD BY PREVIOUS CTLR THAT WE WOULD HOLD SHORT. WE WERE NEVER TOLD TO HOLD SHORT OF RWY 27R. POOR XFER OF CTL AND POOR COMS NEARLY CAUSED A POSSIBLE SERIOUS INCIDENT.
