Narrative:

On taxi in, last leg of a 4 day trip, I contacted ground and reported clear of 10. Ground said to hold short of 22 at charlie. I read back same. During taxi the captain said 'after landing,' meaning complete the after landing checklist. I completed the checklist, called operations and advised them we were on the ground (a required call) and then called ramp control to confirm our gate. I looked back up at the captain (my eyes were down and right toward the radio control panel) and said, 'gate is confirmed and we are still to hold short of 22!' I reminded him again because I noticed we were not slowing down. He acknowledged me with a nod. I once again diverted my attention to the radio control panel (down and right), maybe for 3 or 4 seconds. When I looked up, ground control said, 'air carrier xx, hold short of 22.' at that time we were within 5' of runway 22. The captain slammed on the brakes. A small twin engine plane (I think an small transport) crossed directly in front of us on a takeoff roll. Had this been a larger aircraft with a greater wing span, there would have been contact! Discussion: many times capts bellow out commands. Almost immediatley, 'after landing checklist,' meaning, 'I want this right now!' during this approximately 1 min taxi prior to reaching runway 22, I was out of the loop 3 times--solely with non-safety related communications and a checklist that could easily and should have been accomplished only after clear and on the ramp. I had to leave ground frequency twice and read the after landing checklist. Our abrupt stop was beyond the hold short line. If ground control had not told us again, our 2 aft would have met at the intersection of runway 22 and taxiway charlie. First officer's need ot remain in the loop and not be involved in non-safety related communications until in a safe zone.

Title: NEAR COLLISION ON GND BETWEEN SMT ON TKOF ROLL AND ACR MLG WHO FAILED TO HOLD SHORT OF RWY AS DIRECTED BY ATC.

DURING TAXI THE CAPT SAID 'AFTER LNDG,' MEANING COMPLETE THE AFTER LNDG CHKLIST. I COMPLETED THE CHKLIST, CALLED OPS AND ADVISED THEM WE WERE ON THE GND (A REQUIRED CALL) AND THEN CALLED RAMP CTL TO CONFIRM OUR GATE. I LOOKED BACK UP AT THE CAPT (MY EYES WERE DOWN AND RIGHT TOWARD THE RADIO CTL PANEL) AND SAID, 'GATE IS CONFIRMED AND WE ARE STILL TO HOLD SHORT OF 22!' I REMINDED HIM AGAIN BECAUSE I NOTICED WE WERE NOT SLOWING DOWN. HE ACKNOWLEDGED ME WITH A NOD. I ONCE AGAIN DIVERTED MY ATTN TO THE RADIO CTL PANEL (DOWN AND RIGHT), MAYBE FOR 3 OR 4 SECS. WHEN I LOOKED UP, GND CTL SAID, 'ACR XX, HOLD SHORT OF 22.' AT THAT TIME WE WERE WITHIN 5' OF RWY 22. THE CAPT SLAMMED ON THE BRAKES. A SMALL TWIN ENG PLANE (I THINK AN SMT) CROSSED DIRECTLY IN FRONT OF US ON A TKOF ROLL. HAD THIS BEEN A LARGER ACFT WITH A GREATER WING SPAN, THERE WOULD HAVE BEEN CONTACT! DISCUSSION: MANY TIMES CAPTS BELLOW OUT COMMANDS. ALMOST IMMEDIATLEY, 'AFTER LNDG CHKLIST,' MEANING, 'I WANT THIS RIGHT NOW!' DURING THIS APPROX 1 MIN TAXI PRIOR TO REACHING RWY 22, I WAS OUT OF THE LOOP 3 TIMES--SOLELY WITH NON-SAFETY RELATED COMS AND A CHKLIST THAT COULD EASILY AND SHOULD HAVE BEEN ACCOMPLISHED ONLY AFTER CLR AND ON THE RAMP. I HAD TO LEAVE GND FREQ TWICE AND READ THE AFTER LNDG CHKLIST. OUR ABRUPT STOP WAS BEYOND THE HOLD SHORT LINE. IF GND CTL HAD NOT TOLD US AGAIN, OUR 2 AFT WOULD HAVE MET AT THE INTXN OF RWY 22 AND TXWY CHARLIE. F/O'S NEED OT REMAIN IN THE LOOP AND NOT BE INVOLVED IN NON-SAFETY RELATED COMS UNTIL IN A SAFE ZONE.
