Narrative:

Air carrier X landing on runway 09 at mci, another company aircraft (also an small transport) was departing on runway 19. The tower controller (a trnee) issued us a visibility landing clearance and also a clearance to land on runway 09. The controller also issued air carrier Y (departing 19) takeoff clearance and fly runway heading. The full performance level controller saw the collision course take shape and issued air carrier Y and immediate left turn to 270 degree and remain north of the localizer for 09. Unfortunately he used the wrong flight # and when finally realizing his mistake (after being asked by air carrier Y) used the correct flight # for the immediate turn. Air carrier Y turned to 270 degrees in a 50-60 degree bank, 200' AGL to stay out of the airspace we were using on approach. Our course was not altered due to the fact air carrier Y was not in visibility sight by us. Trnee/fpl controller need better communication skills (within the tower) and with aircraft. The captain of air carrier Y and the fpl controller alleviated an accident, but the situation in the first place is inexcusable. Training must take place, but a better monitoring method is needed.
