Narrative:

The drake 3 departure phx to las calls for an east takeoff toward the phx VOR (5 mi from runway) then a heading of 030 degree 1 mi prior to the VOR to expect vectors for published departure. The published departure has a 330 degree course to intercept off the VOR. The first officer inadvertently missed the small note 'expect vectors' and turned to intercept the 330 degree course. Departure control asked us why we turned and that we had not yet been cleared the published departure. He then gave us another heading. We've flown this departure numerous times and have always been given clearance to intercept the radial. We made the assumption again this time and were wrong.

Title: FLT CREW MISREAD SID.

Narrative: THE DRAKE 3 DEP PHX TO LAS CALLS FOR AN E TKOF TOWARD THE PHX VOR (5 MI FROM RWY) THEN A HDG OF 030 DEG 1 MI PRIOR TO THE VOR TO EXPECT VECTORS FOR PUBLISHED DEP. THE PUBLISHED DEP HAS A 330 DEG COURSE TO INTERCEPT OFF THE VOR. THE F/O INADVERTENTLY MISSED THE SMALL NOTE 'EXPECT VECTORS' AND TURNED TO INTERCEPT THE 330 DEG COURSE. DEP CTL ASKED US WHY WE TURNED AND THAT WE HAD NOT YET BEEN CLRED THE PUBLISHED DEP. HE THEN GAVE US ANOTHER HDG. WE'VE FLOWN THIS DEP NUMEROUS TIMES AND HAVE ALWAYS BEEN GIVEN CLRNC TO INTERCEPT THE RADIAL. WE MADE THE ASSUMPTION AGAIN THIS TIME AND WERE WRONG.
