Narrative:

I was working the local control cabin attendant coordinator position with 7 aircraft on frequency. Automatic releases for runway 32 had been cancelled due to an mlt being vectored for an approach to edf. Several light aircraft had departed runway 32 turning southbound. Large transport traffic was cleared to land runway 6R and he was on 6-7 mi final. Widebody transport cleared for takeoff runway 6R. Medium large transport holding in position on runway 32 awaiting IFR release widebody transport on runway 6R was slow to depart. Large transport offered to circle to runway 32. I approved this and asked ground control to advise south radar they pointed out inbound traffic southwest to remain inside. Large transport was cleared to land on runway 32. Widebody transport rolled on runway 6R and large transport turned final for runway 32 and I cleared the medium large transport holding in position on runway 32 for takeoff without waiting for an IFR release in error. After departure I sent the medium large transport to departure control. Departure controller pointed out mlt traffic which the medium large transport had in sight at that time. Unfortunately this was not recorded before slightly less than standard separation had occurred. I believe the following to be contributing factors: a) recency of certification (13 days). B) limited time on position since certification (approximately 3 hours). C) combined positions. D) closure of runway 6L. 3) final approach course at edf, intersecting with departure corridor at anc. F) chronic short staffing. G) archaic equipment.

DEP CTLR POINTED OUT MLT TFC WHICH THE MLG HAD IN SIGHT AT THAT TIME. UNFORTUNATELY THIS WAS NOT RECORDED BEFORE SLIGHTLY LESS THAN STANDARD SEPARATION HAD OCCURRED. I BELIEVE THE FOLLOWING TO BE CONTRIBUTING FACTORS: A) RECENCY OF CERTIFICATION (13 DAYS). B) LIMITED TIME ON POSITION SINCE CERTIFICATION (APPROX 3 HRS). C) COMBINED POSITIONS.
