Narrative:

Heavy traffic at lrd was noticed delaying our check in with the tower to 10 mi to lrd VORTAC (10 DME). Tower was instructing a cpr small transport jet and several other aircraft simultaneously. Tower asked, 'report due east of airfield.' we responded instantly, due to our position which was already a right downwind for runway 35 left. Then tower instructed us to get cpr small transport insight, slow the aircraft and square our base leg for spacing, at which time the captain retarded the throttle while I held the silence button and searched for numerous traffic. Continuing our downwind to base, tower had given takeoff instructions to an aircraft on the ground, and cleared the cpr small transport to land. Small transport still not in sight by us, tower further instructed us to get the cpr small transport insight. Aircraft taking off from lrd informed tower that there was debris on the runway. I sighted cpr small transport over the #south as we were turned onto base leg. Captain called for 'gear down and flaps approach,' then 'before landing check, let's keep an eye out for that small transport.' I selected gear down and flaps approach. Then I told captain that I had the small transport over the #south. As the cpr small transport landed, tower cleared an air force MTR for immediate departure, spacing was close in my opinion. Air force jet was still on runway as we turned base to final. Before landing check was completed, as I looked back into the cockpit. To my best knowledge, we were showing 3 green and no red lights. Tower then told the MTR to 'either take off or get off the runway. Landing traffic for runway 35L on short final.' our distance from runway was about 1 mi. I was expecting to either go around or land on the parallel runway. Spacing was decreasing rapidly between the air force jet and us. MTR then departed and we were cleared to land with a further advisory about the debris on runway: 'light transport X, do not acknowledge, caution, debris reported on runway.' my attention was on the runway. Captain called for landing flaps. I selected landing flaps and vref speed was called on speed by me and flare was initiated. As aircraft sank below normal height, I had sensed a problem but was too late to react. Aircraft propellers had struck the runway surface and plane settled to ground. Captain retarded entire throttle quadrant including propellers and condition levers. Then captain pulled the fuel cutoff handles and fired the bottles as a precaution. Aircraft rolled to a stop and no fire was confirmed. Passenger were deplaned via the right emergency window exits while captain secured the aircraft and aided at the forward cabin door. Passenger were then taken away from the aircraft and to a safe grassy area off the runway. Fire trucks responded. Supplemental information from acn 142065: aircraft was cleared for visibility approach to 35L at lrd. Tower was talking to several aircraft in the vicinity. One that had just departed, had reported debris on the runway and tower was relating that information to a that was on a long straight-in to 35L. The tower then told a military aircraft to hold short of 35L for landing traffic. The tower told us to enter a downwind for 35L and to slow up and 'square the base,' that he wanted to get a departure off between us and the aircraft and to call the aircraft in sight. I asked the first officer for takeoff flaps to slow the aircraft and told him to keep an eye out for the aircraft and to let me know when he saw him. In the meantime the tower was talking to the aircraft about the debris and to the aircraft. In a few seconds my first officer said that he had the aircraft on short final. I told him to tell the tower that we were turning right base, lower the landing gear, select approach flaps and do the before landing check and to keep an eye on the aircraft as I could not see him. I also reminded him to watch for the reported debris. As we turned final I saw the slowing on rollout and about to turn off on a taxiway. The tower cleared the aircraft into position and hold and reminded him of the debris. He then cleared him for takeoff as the aircraft cleared the runway. The aircraft did not move. The distance between us was decreasing rapidly and I started planning for an aborted landing or a sidestep to 35R. The tower told the aircraft again that he was cleared for takeoff and that landing traffic was 1 1/2 mi final. There was no visibility response from the aircraft. As I started to increase power the tower told the aircraft to either began takeoff or clear the runway immediately and the aircraft began to accelerate rapidly down the runway. We continued into the runway and as the aircraft rotated we were just arriving over the runway. The tower told us 'no need to acknowledge, but there is reported debris on the runway--cleared to land.' this incident occurred because of a minor malfunction of a mechanical device and the crew being distracted by conditions outside of the aircraft and not catching it. It also occurred because of a lack of attention from the tower which would have ultimately given a warning to the aircraft.

Title: COMMUTER ACFT LANDS GEAR UP AT LRD.

Narrative: HEAVY TFC AT LRD WAS NOTICED DELAYING OUR CHK IN WITH THE TWR TO 10 MI TO LRD VORTAC (10 DME). TWR WAS INSTRUCTING A CPR SMT JET AND SEVERAL OTHER ACFT SIMULTANEOUSLY. TWR ASKED, 'RPT DUE E OF AIRFIELD.' WE RESPONDED INSTANTLY, DUE TO OUR POS WHICH WAS ALREADY A RIGHT DOWNWIND FOR RWY 35 LEFT. THEN TWR INSTRUCTED US TO GET CPR SMT INSIGHT, SLOW THE ACFT AND SQUARE OUR BASE LEG FOR SPACING, AT WHICH TIME THE CAPT RETARDED THE THROTTLE WHILE I HELD THE SILENCE BUTTON AND SEARCHED FOR NUMEROUS TFC. CONTINUING OUR DOWNWIND TO BASE, TWR HAD GIVEN TKOF INSTRUCTIONS TO AN ACFT ON THE GND, AND CLRED THE CPR SMT TO LAND. SMT STILL NOT IN SIGHT BY US, TWR FURTHER INSTRUCTED US TO GET THE CPR SMT INSIGHT. ACFT TAKING OFF FROM LRD INFORMED TWR THAT THERE WAS DEBRIS ON THE RWY. I SIGHTED CPR SMT OVER THE #S AS WE WERE TURNED ONTO BASE LEG. CAPT CALLED FOR 'GEAR DOWN AND FLAPS APCH,' THEN 'BEFORE LNDG CHK, LET'S KEEP AN EYE OUT FOR THAT SMT.' I SELECTED GEAR DOWN AND FLAPS APCH. THEN I TOLD CAPT THAT I HAD THE SMT OVER THE #S. AS THE CPR SMT LANDED, TWR CLRED AN AIR FORCE MTR FOR IMMEDIATE DEP, SPACING WAS CLOSE IN MY OPINION. AIR FORCE JET WAS STILL ON RWY AS WE TURNED BASE TO FINAL. BEFORE LNDG CHK WAS COMPLETED, AS I LOOKED BACK INTO THE COCKPIT. TO MY BEST KNOWLEDGE, WE WERE SHOWING 3 GREEN AND NO RED LIGHTS. TWR THEN TOLD THE MTR TO 'EITHER TAKE OFF OR GET OFF THE RWY. LNDG TFC FOR RWY 35L ON SHORT FINAL.' OUR DISTANCE FROM RWY WAS ABOUT 1 MI. I WAS EXPECTING TO EITHER GO AROUND OR LAND ON THE PARALLEL RWY. SPACING WAS DECREASING RAPIDLY BTWN THE AIR FORCE JET AND US. MTR THEN DEPARTED AND WE WERE CLRED TO LAND WITH A FURTHER ADVISORY ABOUT THE DEBRIS ON RWY: 'LTT X, DO NOT ACKNOWLEDGE, CAUTION, DEBRIS RPTED ON RWY.' MY ATTN WAS ON THE RWY. CAPT CALLED FOR LNDG FLAPS. I SELECTED LNDG FLAPS AND VREF SPD WAS CALLED ON SPD BY ME AND FLARE WAS INITIATED. AS ACFT SANK BELOW NORMAL HEIGHT, I HAD SENSED A PROB BUT WAS TOO LATE TO REACT. ACFT PROPS HAD STRUCK THE RWY SURFACE AND PLANE SETTLED TO GND. CAPT RETARDED ENTIRE THROTTLE QUADRANT INCLUDING PROPS AND CONDITION LEVERS. PAX WERE DEPLANED VIA THE RIGHT EMER WINDOW EXITS WHILE CAPT SECURED THE ACFT AND AIDED AT THE FORWARD CABIN DOOR. PAX WERE THEN TAKEN AWAY FROM THE ACFT AND TO A SAFE GRASSY AREA OFF THE RWY. FIRE TRUCKS RESPONDED. SUPPLEMENTAL INFO FROM ACN 142065: ACFT WAS CLRED FOR VIS APCH TO 35L AT LRD. TWR WAS TALKING TO SEVERAL ACFT IN THE VICINITY. ONE THAT HAD JUST DEPARTED, HAD RPTED DEBRIS ON THE RWY AND TWR WAS RELATING THAT INFO TO A THAT WAS ON A LONG STRAIGHT-IN TO 35L. THE TWR THEN TOLD A MIL ACFT TO HOLD SHORT OF 35L FOR LNDG TFC. THE TWR TOLD US TO ENTER A DOWNWIND FOR 35L AND TO SLOW UP AND 'SQUARE THE BASE,' THAT HE WANTED TO GET A DEP OFF BTWN US AND THE ACFT AND TO CALL THE ACFT IN SIGHT. I ASKED THE F/O FOR TKOF FLAPS TO SLOW THE ACFT AND TOLD HIM TO KEEP AN EYE OUT FOR THE ACFT AND TO LET ME KNOW WHEN HE SAW HIM. IN THE MEANTIME THE TWR WAS TALKING TO THE ACFT ABOUT THE DEBRIS AND TO THE ACFT. IN A FEW SECS MY F/O SAID THAT HE HAD THE ACFT ON SHORT FINAL. I TOLD HIM TO TELL THE TWR THAT WE WERE TURNING RIGHT BASE, LOWER THE LNDG GEAR, SELECT APCH FLAPS AND DO THE BEFORE LNDG CHK AND TO KEEP AN EYE ON THE ACFT AS I COULD NOT SEE HIM. I ALSO REMINDED HIM TO WATCH FOR THE RPTED DEBRIS. AS WE TURNED FINAL I SAW THE SLOWING ON ROLLOUT AND ABOUT TO TURN OFF ON A TXWY. THE TWR CLRED THE ACFT INTO POS AND HOLD AND REMINDED HIM OF THE DEBRIS. HE THEN CLRED HIM FOR TKOF AS THE ACFT CLRED THE RWY. THE ACFT DID NOT MOVE. THE DISTANCE BTWN US WAS DECREASING RAPIDLY AND I STARTED PLANNING FOR AN ABORTED LNDG OR A SIDESTEP TO 35R. THE TWR TOLD THE ACFT AGAIN THAT HE WAS CLRED FOR TKOF AND THAT LNDG TFC WAS 1 1/2 MI FINAL. THERE WAS NO VIS RESPONSE FROM THE ACFT. AS I STARTED TO INCREASE PWR THE TWR TOLD THE ACFT TO EITHER BEGAN TKOF OR CLR THE RWY IMMEDIATELY AND THE ACFT BEGAN TO ACCELERATE RAPIDLY DOWN THE RWY. WE CONTINUED INTO THE RWY AND AS THE ACFT ROTATED WE WERE JUST ARRIVING OVER THE RWY. THE TWR TOLD US 'NO NEED TO ACKNOWLEDGE, BUT THERE IS RPTED DEBRIS ON THE RWY--CLRED TO LAND.' THIS INCIDENT OCCURRED BECAUSE OF A MINOR MALFUNCTION OF A MECHANICAL DEVICE AND THE CREW BEING DISTRACTED BY CONDITIONS OUTSIDE OF THE ACFT AND NOT CATCHING IT. IT ALSO OCCURRED BECAUSE OF A LACK OF ATTN FROM THE TWR WHICH WOULD HAVE ULTIMATELY GIVEN A WARNING TO THE ACFT.
