Narrative:

On the date and time specified above, the pilot of the large transport, air carrier C, failed to comply with control instructions after landing. As is standard at jfk, all arriving aircraft are given initial taxi instructions after leaving the active runway. The pilot of this aircraft stopped in such proximity to the runway that the subsequent arriving aircraft was forced to execute a missed approach. I believe that if the users of this airport were made aware of the fact that there is no need to speak to the ground controller immediately after leaving the arrival runway, incidents such as this one might be avoided in the future.

Title: ACR CHANGED TO GND FREQ AFTER LNDG WITHOUT LCL CTL AUTHORIZATION.

Narrative: ON THE DATE AND TIME SPECIFIED ABOVE, THE PLT OF THE LGT, ACR C, FAILED TO COMPLY WITH CTL INSTRUCTIONS AFTER LNDG. AS IS STANDARD AT JFK, ALL ARRIVING ACFT ARE GIVEN INITIAL TAXI INSTRUCTIONS AFTER LEAVING THE ACTIVE RWY. THE PLT OF THIS ACFT STOPPED IN SUCH PROX TO THE RWY THAT THE SUBSEQUENT ARRIVING ACFT WAS FORCED TO EXECUTE A MISSED APCH. I BELIEVE THAT IF THE USERS OF THIS ARPT WERE MADE AWARE OF THE FACT THAT THERE IS NO NEED TO SPEAK TO THE GND CTLR IMMEDIATELY AFTER LEAVING THE ARR RWY, INCIDENTS SUCH AS THIS ONE MIGHT BE AVOIDED IN THE FUTURE.
