Narrative:

IFR flight from W00 to phf. INS student received clearance as filed via phone prior to departure. Instrument didn't know that the IFR clearance included a 'remain clear of TCA' restriction. Student was initially staying clear of the TCA, but the instrument (me) told him that he should fly direct to ott as filed if he was cleared as filed. When TCA was entered the controller questioned it, but then let us proceed on course. Instrument then questioned the student and learned of the 'remain clear of TCA' restriction that had been included in the original clearance. At the time of TCA entry, contact with ATC had already been established, but due to very heavy controller workload, the controller had told us to stand by.

Title: ACFT ON TRAINING FLT ENTERED TCA WITHOUT ATC CLRNC.

Narrative: IFR FLT FROM W00 TO PHF. INS STUDENT RECEIVED CLRNC AS FILED VIA PHONE PRIOR TO DEP. INSTR DIDN'T KNOW THAT THE IFR CLRNC INCLUDED A 'REMAIN CLR OF TCA' RESTRICTION. STUDENT WAS INITIALLY STAYING CLR OF THE TCA, BUT THE INSTR (ME) TOLD HIM THAT HE SHOULD FLY DIRECT TO OTT AS FILED IF HE WAS CLRED AS FILED. WHEN TCA WAS ENTERED THE CTLR QUESTIONED IT, BUT THEN LET US PROCEED ON COURSE. INSTR THEN QUESTIONED THE STUDENT AND LEARNED OF THE 'REMAIN CLR OF TCA' RESTRICTION THAT HAD BEEN INCLUDED IN THE ORIGINAL CLRNC. AT THE TIME OF TCA ENTRY, CONTACT WITH ATC HAD ALREADY BEEN ESTABLISHED, BUT DUE TO VERY HEAVY CTLR WORKLOAD, THE CTLR HAD TOLD US TO STAND BY.
