Narrative:

On the date and time shown above, the pilot of the small transport air carrier D failed to follow the instructions of the local controller to taxi away from the runway. At this particular time of the day, the runway confign, 22L for arrs and 22R for departures, requires all arrival aircraft to cross the departure runway. At such time when a pilot fails to carry out the instruction of the local controller, departure traffic and subsequent arrival traffic is often times affected. When questioned as to the reason for his actions, the pilot replied that in bos, it is required to call the ground controller prior to moving on a non-runway portion of the movement area. As there is no such requirement at jfk, perhaps further education of the users will help to avert future similar incidents.

Title: ACR CHANGED TO GND FREQ AFTER LNDG WITHOUT LCL CTL AUTHORIZATION.

Narrative: ON THE DATE AND TIME SHOWN ABOVE, THE PLT OF THE SMT ACR D FAILED TO FOLLOW THE INSTRUCTIONS OF THE LCL CTLR TO TAXI AWAY FROM THE RWY. AT THIS PARTICULAR TIME OF THE DAY, THE RWY CONFIGN, 22L FOR ARRS AND 22R FOR DEPS, REQUIRES ALL ARR ACFT TO CROSS THE DEP RWY. AT SUCH TIME WHEN A PLT FAILS TO CARRY OUT THE INSTRUCTION OF THE LCL CTLR, DEP TFC AND SUBSEQUENT ARR TFC IS OFTEN TIMES AFFECTED. WHEN QUESTIONED AS TO THE REASON FOR HIS ACTIONS, THE PLT REPLIED THAT IN BOS, IT IS REQUIRED TO CALL THE GND CTLR PRIOR TO MOVING ON A NON-RWY PORTION OF THE MOVEMENT AREA. AS THERE IS NO SUCH REQUIREMENT AT JFK, PERHAPS FURTHER EDUCATION OF THE USERS WILL HELP TO AVERT FUTURE SIMILAR INCIDENTS.
