Narrative:

On the day and time specified above, the pilot of the large transport air carrier B failed to follow the instructions given by the local controller. These instructions included where to taxi once the aircraft left the runway. As is standard in the jfk operations manual, all aircraft are given initial taxi instructions once they leave the active arrival runway. On numerous occasions, pilots will stop in such proximity to the runway that it is in fact impossible to determine if the aircraft is clear of the runway. Ultimately, succeeding arriving aircraft have often been required to execute a missed approach. Although this was not case in this incident, I would like to see some action taken so that future occurrence might be averted. Perhaps meetings with users of this airport would be helpful.

Title: ACR CHANGED TO GND FREQ AFTER LNDG WITHOUT LCL CTL AUTHORIZATION.

Narrative: ON THE DAY AND TIME SPECIFIED ABOVE, THE PLT OF THE LGT ACR B FAILED TO FOLLOW THE INSTRUCTIONS GIVEN BY THE LCL CTLR. THESE INSTRUCTIONS INCLUDED WHERE TO TAXI ONCE THE ACFT LEFT THE RWY. AS IS STANDARD IN THE JFK OPS MANUAL, ALL ACFT ARE GIVEN INITIAL TAXI INSTRUCTIONS ONCE THEY LEAVE THE ACTIVE ARR RWY. ON NUMEROUS OCCASIONS, PLTS WILL STOP IN SUCH PROX TO THE RWY THAT IT IS IN FACT IMPOSSIBLE TO DETERMINE IF THE ACFT IS CLR OF THE RWY. ULTIMATELY, SUCCEEDING ARRIVING ACFT HAVE OFTEN BEEN REQUIRED TO EXECUTE A MISSED APCH. ALTHOUGH THIS WAS NOT CASE IN THIS INCIDENT, I WOULD LIKE TO SEE SOME ACTION TAKEN SO THAT FUTURE OCCURRENCE MIGHT BE AVERTED. PERHAPS MEETINGS WITH USERS OF THIS ARPT WOULD BE HELPFUL.
