Narrative:
Our company's WX reporting service reported the WX at Y31 as 600 overcast, 1 1/4 rain and fog. I was cleared for the VOR 27 approach into westbranch by minneapolis center. On the final approach I saw what I thought was part of the runway environment. This turned out to be other activity. At this point I decided to miss the approach and try another because I did have some ground contact at the MDA. On the second approach a spotted the airport and attempted to land. My approach speed higher than normal, and I touched down farther down the runway than planned. I was unable to bring the aircraft to a stop before the end of the runway. There were no injuries and no aircraft damage resulting from this incident. Factors involved in this occurrence were poor judgement by myself and a wet runway.
