Narrative:

On a visibility approach to pib we got partial runway lights. This problem was not fully realized until we were on final approach. From a downwind and base position, the lights appeared to be on. We did have full approach lights on the departure end of the runway. On final we saw 2 red runway threshold lights. The diagram shows the only operational lights on the runway. There has been a greater than usual amount of rain in mississippi recently. The runway lights could have been shorted out by standing water. By the time it became apparent that there were no runway lights, the aircraft landing lights were showing the runway #'south and markings adequately. Callback conversation with reporter revealed the following: callback indicates that the flight crew became aware of the runway light outage at about 300' AGL,but elected to continue landing due to high visibly afforded by the aircraft landing lights. The flight crew notified both FSS and their company of the outage. The reporter indicated that airport maintenance personnel were unable to duplicate the outage.

Title: COMMUTER FLT CREW LANDS AT NIGHT WITHOUT RWY EDGE LIGHTING ON.

Narrative: ON A VIS APCH TO PIB WE GOT PARTIAL RWY LIGHTS. THIS PROB WAS NOT FULLY REALIZED UNTIL WE WERE ON FINAL APCH. FROM A DOWNWIND AND BASE POS, THE LIGHTS APPEARED TO BE ON. WE DID HAVE FULL APCH LIGHTS ON THE DEP END OF THE RWY. ON FINAL WE SAW 2 RED RWY THRESHOLD LIGHTS. THE DIAGRAM SHOWS THE ONLY OPERATIONAL LIGHTS ON THE RWY. THERE HAS BEEN A GREATER THAN USUAL AMOUNT OF RAIN IN MISSISSIPPI RECENTLY. THE RWY LIGHTS COULD HAVE BEEN SHORTED OUT BY STANDING WATER. BY THE TIME IT BECAME APPARENT THAT THERE WERE NO RWY LIGHTS, THE ACFT LNDG LIGHTS WERE SHOWING THE RWY #'S AND MARKINGS ADEQUATELY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CALLBACK INDICATES THAT THE FLT CREW BECAME AWARE OF THE RWY LIGHT OUTAGE AT ABOUT 300' AGL,BUT ELECTED TO CONTINUE LNDG DUE TO HIGH VISIBLY AFFORDED BY THE ACFT LNDG LIGHTS. THE FLT CREW NOTIFIED BOTH FSS AND THEIR COMPANY OF THE OUTAGE. THE RPTR INDICATED THAT ARPT MAINT PERSONNEL WERE UNABLE TO DUPLICATE THE OUTAGE.
